Strategic Plan 

initiated by the Downtown Fresno Partnership and the Downtown Fresno Foundation

Downtown Fresno is the heart of our city. It is where generations have gathered, where historic buildings and cultural landmarks tell the story of Fresno’s past. It is also where the future of our economy and community identity will be forged. 

The Downtown Fresno Partnership (DFP) and Downtown Fresno Foundation (DFF) are proud to present this 2026–2032 Strategic Plan — a roadmap for revitalization rooted in collaboration, accountability, and investment. 

This plan emerges at a pivotal moment. Over the last decade, we have seen important signs of progress: the re-opening of Fulton Street to traffic, the expansion of ArtHop, new restaurants and small businesses, the return of the Downtown Ice Rink, and the steady presence of ambassadors who keep our streets clean and welcoming. Yet challenges remain. Too many storefronts are vacant, and too little investment is flowing in, relative to the opportunity and the need for Downtown to develop into a heart that beats vibrantly. 

This plan is not a vision of what DFP and DFF will do alone. It is a call to action for all who care about Fresno’s future — property and business owners, government and institutional partners, philanthropists, and the thousands of residents who want to see their Downtown thrive. By working together, we can make Downtown not only a place of commerce and culture, but also a place of pride for every Fresnan.

Strategic Goals

The Strategic Goals define what the Downtown Fresno Partnership (DFP) and Downtown Fresno Foundation (DFF) will accomplish between 2026 and 2032

Each goal includes both direct action — the services, programs, and initiatives we deliver — and policy advocacy, recognizing that revitalization also requires a supportive enabling environment. Together, these six goals form a practical roadmap for how DFP and DFF will contribute to a more vibrant, equitable, and prosperous Downtown Fresno.
