SACRAMENTO
The Downtown Sacramento Partnership covers a 65 block area, 25 acres, with a workforce of 110,000 people. Sacramento’s first PBID was formed in 1996 with Dan Doyle serving as its chair. The principal services/programs were improved levels of cleanliness and safety with a focus on revitalization (marketing and advocacy) funded by $1.2 million. Their current budget is $1.6 million per year with increased levels of advocacy. The Partnership tracks many statistics to support their successes. Those include sales tax revenue, pedestrian counts, building sf, retail sf, vacancy rates, rental rates, housing count and visitor counts.

LONG BEACH
The Downtown Long Beach Associates consists of a BIA and a PBID. Their PBID encompasses 95 blocks (their Business Improvement Area is larger) on an annual budget of $750,000. Their Downtown workforce is about 40,000 people. The first Long Beach PBID was formed in 1998 and renewed in 2003. Program areas were, and continue to be, Image & Communication, Clean & Safe, Administration and Advocacy.

ALBUQUERQUE
Albuquerque’s Downtown Action Team (DAT) is funded by a BID based on property valuation, a method common outside California. Their area covers 85 blocks which accommodate 25,000 workers in the core with 37,000 within a one-mile radius. The primary programs of the Albuquerque BID are Clean, Hospitality/Safe and Image Enhancement (marketing, government/public relations, maps, signage). They maintain investment dollars, office vacancy rates, commerical and residential vacancy rates, and ratepayers’ opinions through an annual survey.
