Downtown Fresno property owners have been involved in creating the Downtown Fresno PBID from the start. From the early days of organizing the process and traveling to Sacramento to collect information, to funding and arranging the International Downtown Association Advisory Panel in June, 2008, to the meetings and roundtables throughout 2009, they have lead the way in this process.

There were meetings with the PBID formation consultants in December, 2008 and roundtables with property owners January, 2009, followed by a survey.

In March, there were more one-on-one meetings, followed by a series of property owner meetings in May.

In July, the second draft summary plan was presented to property owners for review. It was based on property owner feedback from the May meetings.

The final draft management plan  was available for further property owner review in September.

Following this review, preparations began for launching the petition drive to secure property owner signatures. That launch took place on October 8, 2009.
