Property-based Business Improvement Districts are governed by specific laws in the State of California. Only a few consulting companies have the necessary expertise.
PBID formation consultants have been hired to oversee and direct the Property-based Business Improvement District (PBID) formation. Lead by Brad Segal, who was actively involved in the formation of the first California PBID in Sacramento, Progressive Urban Management Associates (P.U.M.A.) will meet with local PBID leaders and property owners, along with City officials. Since the PBID will be a public/private partnership, all parties should be well-informed and active in the formation process. P.U.M.A.'s draft proposal gives an idea of the work they do. In June, 2008, the Downtown Fresno Partnership brought in an Advisory Panel from the International Downtown Association, the primary association of Downtown management associations in the world. Their report gave the Fresno effort a direction to accomplish PBID formation.
