On Sunday December 14th, 2008 the Editorial Board of The Fresno Bee made a strong editorial endorsement of efforts to create a Property-Based Improvement District in Downtown Fresno. Also known as a PBID, such a district will allow downtown property owners to pool their resources to fund needed improvements that will benefit the entire district.

Downtown Fresno has much promise and great strides have been made toward revitalization in recent years. The current downturn may have stalled that process, but that won't last forever. Downtown needs to be ready when the corner is turned. A property-based business improvement district could be a crucial part of that resurgence. It's a terrific concept with a proven track record elsewhere.
