Downtown PBID formation process moves forward
On Tuesday March 17th, 2009 the Fresno City Council voted 6-0 to authorize funding to continue the process of creating a Property Based Improvement District (PBID) in Downtown Fresno. Over the next several months, the Downtown Association, the Department of Downtown and Community Revitalization and PBID consultants PUMA (Progressive Urban Management) will facilitate the process. So what are the next steps? And who will make the decisions?
Property Owners = Decisions
Property owners collectively decide:

- Services district will provide
- Costs of services and assessment method
- Governance
Consultants = Process
Progressive Urban Management Associates (PUMA) has been hired to assist property owners in creating an organization that reflects their intent to drive Downtown Fresno revitalization.They bring their experience in forming PBIDs and they organize the legal and technical experts necessary to form the district.
