PBID Partners of Downtown Fresno is a private, nonprofit membership organization formed in January 2011 and is dedicated to the revitalization of the historic Central Business District in Downtown Fresno. 

What is a PBID?

A PBID is a special benefit assessment district to raise funds within a specific geographic area.  Funds are raised through a special assessment on real property.  Property owners determine the level of services and improvements necessary to fit the needs of the commercial area.  A PBID may provide such services as enhanced security services, marketing of the area, event production, small business training, parking management, business recruitment and retention and advocacy for the district, presenting one unitfied voice.

How it works

A Property-based Business District (PBID) is a property and business owner collaborative forming a partnership between the public and private sector organized for the improvement of a specific commercial area.  Property owners determine the boundaries of the PBID and how much they are willing to spend, to provide the services the need in the district.  A PBID provides services, over and above those provided by the city. A PBID is governed by a private nonprofit corporation made up of property owners. All funds raised are returned to the private nonprofit corporation governing the district, which is responsible for managing the district and delivering district services.  PBIDS have a defined life, which cannot exceed 5 years, pursuant to the PBID law.  Property owner support is required for renewal and the formation process must be followed.

PBID Partners of Downtown Fresno serves the City of Fresno, the business community, Fulton Mall and other Downtown merchants, public and private agencies, and the community at large through leadership, partnership and advocacy.  We’re here to serve you! What We Do

PBID Partners of Downtown Fresno is leading Downtown Fresno toward its future as a vibrant, hub of business activity by promoting Downtown's image, supporting physical improvements and development, advocating for merchants, and hosting special events that bring new life to the historic core of our city.  We’re always happy to tell you more about the many projects on which our committees are working.

Much, though not all, of the organization's activity is focused in and around the Central Business District (CBD) and the historic Fulton Mall, a six-block pedestrian mall. Every year the PBID Partners of Downtown Fresno produces a dozen major events, such as Cinco de Mayo and Sudz in the City, drawing hundreds of thousands of participants from across the state to enjoy everything that Downtown Fresno has to offer.

What We Need From You

Anyone and everyone with a passion for Downtown Fresno, or an interest in improving and or getting involved in ther community can contribute something to our organizations efforts.  

Your financial support is needed to sustain the many activities described above. Membership for individuals starts at just $25, and all membership levels provide rewarding benefits in return.  It’s easy to join PBID Partners of Downtown Fresno.. Your volunteer support is the backbone of our community’s ability to improve the Downtown area.
